Kelly was born in Newport Beach, California, on July 9, 1957. Her mother, Virginia Joan, is a housewife, and her father, Dr. Donald Manson, is a doctor. Her father is of Scots-Irish and German descent, and her mother is of German descent. She also comes from Wales. Kelly grew up in Los Angeles, and she went to Allan Hancock College in Santa Maria, California, to study at the Pacific Conservatory of the Performing Arts.
